Announcement by the State Council Tariff Regulation Committee of The People’s Republic of China on Import and Export Tariff Rectification of Partial Goods

经国务院关税税则委员会第九次全体会议审议通过，并报国务院批准，对部分商品进出口暂定税率进行调整。现将有关事项通知如下：

The 9th plenum of the State Council Tariff Regulation Committee, approved by the State Council, deliberated and approved the rectification of Import and Export Tariff Rectification of Partial Goods. It reads as follows:

一、调整部分商品进口暂定税率

Revision of partial provisional import tariff rates

（一）对煤炭、软木和燃料油等7个税目的资源性产品实施0-3%的进口暂定税率；

Levy 0-3% provisional import tariff rate on 7 items in natural resources such as coal, soft wood, specific fuels, etc.

（二）对排液泵、密封件、轴承及阀门用零件、空调和冰箱用压缩机及其零件、工程机械零件、照相机零件、电视机零件、摄录一体机镜头等62个税目的零部件实施2-6%的进口暂定税率；

Levy 2-6% provisional import tariff rate on parts and accessories of 62 items such as Liquid drainage pumps, seals, parts used for the construction of bearings and valves, compressors and other parts used for air-conditioning appliances and refrigerators, parts for engineering machines, parts for cameras, parts for television sets, lenses for camcorders, etc.

（三）对婴儿食品、厨房炊具、餐具、食品加工机、视力矫正镜片、建筑材料、装饰用陶瓷、家用电器等140个税目的日用商品实施

6-17%的进口暂定税率。 Levy 6-17% provisional import tariff rate on 140 consumer items such as baby food, kitchen utensils, tableware, food processors, corrective lenses, building materials, ornamental ceramics, household appliances, etc.

以上三类商品共209个税目，其中5个税目只涉及该目中的部分商品（见附件一）。

The previous three categories above encompass 209 tax items. Five items within them only cover partial products mentioned above. (see appendix I).

（一）对卷材、板材、钢丝等53个税目的钢材产品以及偏钨酸铵、菱镁矿、烧镁等5个税目的资源性产品实施5％的出口暂定税率；

Levy 5% provisional export tariff rate on 53 steel products such as coiled, sheet, wire steel and 5 natural resources items such as Ammonium metatungstate, magnesite, Burning magnesium, etc.

(二）对普碳钢条杆、角型材等30个税目的钢材产品以及煤焦油、天然石墨、稀土金属、精炼铅、氧化镝、氧化铽、未锻轧锌及部分有色金属废碎料等21个税目的产品实施10％的出口暂定税率；

Levy 10% provisional export tariff rate on 30 steel products such as steel of the shot, Angle Profile, etc. and coal tar, natural graphite, rare metal, refined lead, oxide dysprosium(Dy), oxide terbium(Tb), Not unwrought roll zinc and 21 items that are non-ferrous metal waste and scrap.

(三）对焦炭、钢坯、钢锭、生铁、部分铁合金、萤石、非针叶木木片以及镍、铬、钨、锰、钼和稀土金属等国内稀缺的金属原矿共33个税目的产品实施15％的出口暂定税率。

Levy 15% provisional export tariff rate on 33 items that are domestic rare metal raw mineral such as hard coke, steel billet, steel ingot, pig iron, a portion of iron alloy, fluorite, wood-non-coniferous and nickel (Ni), chromium (Cr),wolfram(W), manganese(Mn), molybdenum(Mo), rare-earth metal, etc.

以上三类商品共142个税目。（见附件二）。

The above three categories encompass 142 tax items (see appendix II).

三、本通知自2007年6月1日起执行。

This notification was implemented on June 1, 2007.
